Painting white Storm Trooper armor has been a fun challenge. I go with a White primer (p3) and wash that with Nuln Oil, then go back over the flat parts with white paint, White Scar or something.

The key for me is to not hit everywhere with the Nuln Oil, just the grooves, it make it easier to come back and make sure the model isn't too 'dark' or 'grungy'. Then I matte seal and the use GW Citadel "'ardcoat" to gloss up the armor plates.
